I believe he used a plug-in called ReDynaMix to achieve the effect that you are talking about. For 3 nights, May 9-11, the south and west facades of the Washington Cathedral are going to be fully illuminated by Swiss lighting artist, Gerry Hofstetter.  The event is called Lighting to Unite.  The website lists times and viewing vantage points around the DC area. The show is on sunset to midnight.  On site, there is a concert and a special service.
